Dotted Border

ONE. Open up your image in paint shop pro, heres the image I'm going to use :


TWO. Add a border to this image by going to Image >> Add borders
A box like this should pop up, change to setting so it fit's the same as i have mine.

Heres my image now :


THREE. Now use the Preset Shapes Tool & set your setting like this Remember to change the line Style to "Dot" and Width to "1.00" :

and the colour pallet need to be like this :


FOUR. Now click and drag from one corner to the diagonal opposite

FIVE. Thats it! Add your texts and brushes and your done! Heres how mine turned out :
