Cartoon Effect

ONE. Firstly, open your image in Paint shop pro, heres the image I'm going to use :


TWO. Now dupilcate the image and go to Adjust >> Blur >> Gaussian Blur

THREE. Now change the Radius to 3.00.

FOUR. Your image should look something like this.


FIVE. Now, set that blured layer to Darken


SIX. Then your done! This is my finished result!
